Unlimited PTO is a tool used by organizations to not have to pay out PTO when employees leave. Every Unlimited PTO policy says you still have to get permission and ensure your dept isn't impacted.

Ah. Usually you have 30-35 days per year, and one part must be in two consecutive weeks, so this isn’t unreasonable, it is just standard. I take one vacation of three weeks usually and then some weeklong ones.
