Moira wouldn't be as much of an issue if she was easy to counter, didn't counter the hardest characters in the game,or was harder to learn any of these would fix her I personally think she should be similar to mizuki where she does barely any healing (no cool down on heals) but when she deals damage it boosts the amount of healing she can do she also should loose life steal or orbs
