I don’t think what this man is saying is entirely correct. We need to look at the situation from both sides and read the Labour Act, 2003 (Act 651) carefully.
Some jobs have prescribed uniforms, and wearing the correct uniform may be an actual requirement of the job. So, before concluding that the employer had no right to take any action, we should first ask: What type of job was she doing, and was there a prescribed uniform for that position?
If the uniform was a mandatory requirement and she knowingly reported to work improperly dressed, the employer may have a legitimate reason to address the misconduct, including asking her to go home and change. However, whether the employer can legally deduct the hours or any amount from her salary is a separate question and should be considered under Sections 69 and 70 of Act 651.
We should therefore not interpret the law in a way that encourages misconduct in the workplace. Employees also have a responsibility to follow reasonable workplace rules and dress codes. At the same time, employers must follow the law when disciplining employees or making deductions from their remuneration.
Let’s read the Act properly, consider the nature of the job, the employment contract and the company’s uniform policy before concluding that the employer was right or wrong. We all know how easily workplace rules can be abused if there are no clear boundaries.

I think further information is needed before one can answer the question. Maybe the institution has a dress code and this employee keeps refusing to follow. Perhaps the employer has asked her to go home and change a number of times with no deductions made to his/her salary and because of that the employee has taken advantage. Or maybe the employer may have written to warn the employee and informs him/her that if he/she repeats the act, he/she will be sent home again to change and the hours not earned deducted.
Or even, dress code and penalties for defiance would have been clearly stated in the employee handbook which he/she is aware of and subscribes to. If that is the case, such deduction cannot be termed as prohibited deductions if that clause is breached by the employee.
However, how much is deducted and the reasonability is another question.
