this would be true if there were no open source and open weights models available from sources that are not the west. it also does to adequately take into account how far behind we are and the urgency with which that gap must be closed as Africa's youth dominance starts to materialize. AI is all the world's digitized knowledge used to train a machine to be able to call on that knowledge to respond to enquiries and questions and do things rapidly. That by itself is scientific progress. How it is delivered and who owns the delivery channels is where Africa needs to be careful.
