It’s a knightmare… you could quite easily imagine something driving straight into your rear. You do need to slow and tell them stop but doing a 3 point turn on this slip is going to be bad news and can’t get them to reverse down slip. Only thing to do is get them to stop put hazards on, get them to get out of car, go behind and call police to sort it.
