When you have such quarrelsome neighbors who threaten violence there is nothing much you can do even after intervention from the relevant government agencies. Either you sell your unit or suffer in silence. Some victims are even driven to seek supernatural (demonic) help from shamans in Malaysia, Thailand or Indonesia to cast spells on their torturer. However, I feel the HDB could solve the problem by amending its bye-laws empowering it to reposses a unit from quarrelsome and unreasonable occupiers.
