Well, for employees it's a gift, for employers it's uncalled for burden! Its easy for issuing a public holiday when it's not hurting their pockets. The Country has one of the highest numbers of public holidays in the world and at this rate who dares to invest here? Wouldn't it be more appropriate to reward the participants rather than declaring it a public holiday?
