Product guy here (I’ve never worked for Apple). Probably they decided that the trade off is worthwhile. People who do use this feature find it really useful to send money quickly and easily. Apple wants to encourage more people to use ApplePay so that they can operate like a bank and increase their revenue. Those of us who do not use it find it annoying, but Apple is fine with us having a relatively poor experience from it as a trade off. It also gets people to consider using it when they are texting someone who owes you a reasonable amount of money (not $1B obvi- that’s hilariously large).
