In her speech, she openly acknowledged Professor Isa Ali Pantami’s role in championing ICT development in Gombe State while he was Director-General of NITDA. She stated that the state’s ICT policy was designed by Pantami and that the roadmap he developed was being implemented by the state government. She also revealed that, at the time, none of the state’s ministries, departments and agencies had a functional website, while an assessment found that about 70 to 80 percent of civil servants lacked digital literacy. The reforms that followed included the development of websites for MDAs, digitalisation of the Due Process Office, digital literacy training and support for young people and innovators.
