You 1000% need to report him. There is absolutely no reason why a plumber would take off his trousers? I'd understand if he was on/using the toilet and the door accidentally opened (id still find this uncomfortable) but for him to then walk out of the bathroom into your personal space to put his trousers back on? Definitely needs reporting the b&b host.
