Can also be Jake brake solenoids on the cascadia too. Can cause the temps not to rise. Seen it a few times.

The engine in the truck is irrelevant, at least in the last two scenarios. Never worked on heavy duty diesels, and I knew the issue regardless of the engine in it.

The 60 series question could be a bad check valve too
