Correct, there not criminals in the justice system, but when they are deemed to be illegally present in the country (like overstaying their visa, which breaks that legal contract) they are going to face consequences by the law. A civil infraction can turn into a criminal one as well, but being illegally present (by itself) has consequences, which in this case, is being deported.

Ice by definition started after 911 before that it was called Immigration and Naturalization Service’s INS same powers all they did is change it to immigration customs enforcement and move customs under their same umbrella still running under the same rules and laws they ran under 60 years 75 years ago
