This is a horrible video. Terry Stop is reasonable suspicion, and for safety, they can pat you down for weapons. They cannot reach in your pockets. They can’t even manipulate the pocket (I.e. grab it from the outside to see if they think it’s drugs), they must solely be patting you down for weapons. Under arrest is completely different. You are subject to full search and seizure and this is the only time I’ve ever heard of a cop ask anyone to empty their pockets, so by that point, it’s moot.
