PRESS RELEASE Major Crackdown Against Illegal Overseas Employment, Human Smuggling & Visa Fraud Network FIA Gujranwala Zone Action by FIA Gujranwala Circle FIA Gujranwala Zone has intensified its crackdown against illegal overseas employment, human smuggling, and visa fraud networks. In continuation of ongoing operations against TRAVEL MARK-1 Travel Agency and “Best Foreigners Study” Consultancy, located at Baghbanpura Chowk near HBL Bank, Hafizabad Road, Gujranwala, both the owner and office manager have been arrested for their involvement in an organized fraud network. Arrested Accused: Ch. Shafaqat Ali (Owner/CEO) Shahzad Yaqoob S/O Muhammad Yaqoob, R/O Mubarik Colony, Mohallah Khalid Colony, Gujranwala (Office Manager) Both accused persons were arrested on 23-04-2026 in Case No. 267/26, registered under Sections 17/22 of the Emigration Ordinance 1979 read with Section 6 of the Passport Act 1974. Brief Facts of the Case: The accused were operating travel and study consultancy businesses under the names of TRAVEL MARK-1 and “Best Foreigners Study”, and were actively involved in illegal human smuggling and visa fraud activities. During a raid conducted on 23-04-2026, both accused were found present at the office and were arrested on the spot. During the search, 70 Pakistani passports were recovered from their possession. The accused failed to provide any lawful justification for holding such a large number of passports. Modus Operandi: Preliminary inquiry revealed that the accused, in connivance with each other and other agents, were involved in: Collecting large sums of money from innocent citizens and students Offering fake promises of work visas, visit visas, and student visas Operating under the guise of travel agency and study consultancy services Misusing passports and documents for illegal processing Further Findings: A significant quantity of documents, payment slips, application records, and other incriminating material was recovered during the raid. Evidence suggests that a large number of Pakistani citizens and students were defrauded, with their passports and money unlawfully retained. The investigation has exposed a well-organized and گسترده visa fraud network, particularly exploiting students under the name of foreign study consultancy as well as individuals seeking overseas employment and visit visas.
