Settlements are simply the colonial beachhead. Decades of illegal settlements later, now "annexation" is part of the discussion (in the Israeli government). Settlers can be the "extremists" to be used as a scapegoat until it's socially acceptable to formally annex the land. It still won't make the Palestinian problem go away.
