If they lived right outside of yours like that any age after 13 is fine because it’s just their own room, not like they live an another home really. I would be more limiting on the devices alone in that camper. They would have to turn in cell phones at night and computers use for homework and studying would have to be in that middle common area and parental controls

Honestly I think this is perfect. Unless you have forbidden them from using there kitchens there is so much they can learn. “Charge” them for rent and utilities, they can learn the best ways to grocery shop while getting the items they like that they might not get if you where all living in one house. Actually learn what those food/recipes are. Let them learn how to to do it all while they still have the support to fall back on with out society getting in there head and telling them they are failing for needing family help.
