Someone sold this kids birth certificate to this man who most likely was not born in this country. Most likely to get a job. From there he want to the SSA at the time just required a birth certificate to get a “lost” social security card. Probably making up a story about losing his wallet or some tragedy and he’s just trying to get his paperwork back together. From the SSA to the DMV and got a drivers license or state ID. With a social and ID he either started a job never payed taxes or used it to get federal benefits. Maybe he worked and payed taxes. Who really knows. Back then you could sell your own Social and birth certificate for thousands of dollars in order for someone to get a job just make sure they filed every year and the original owner collected any refunds. All this was going on being the ID theft became a thing in the early 2000s it took that long for someone to actually pay attention and do their jobs. Still even today with all the security measures at the end of the day a person and their judgment makes the final call when it comes to your Social or birth certificates or ID even getting a job. Long as the paperwork matches there is no reason to dig deeper. They are not paid enough to do that. It’s above their pay grade. The fill vacancy with warm bodies. Affirmative action and all that shit
