Before John Agyekum Kufuor became President of Ghana, he had already built a significant political career. He served as a Member of Parliament during Ghana’s Second and Third Republics and was Deputy Minister of Foreign Affairs under Prime Minister Kofi Abrefa Busia. During the Third Republic, he became a leading figure in the Popular Front Party (PFP) and served as Deputy Opposition Leader. On 31 December 1981, Flight Lieutenant Jerry John Rawlings overthrew President Hilla Limann’s government. Parliament was dissolved, the Constitution was suspended and political parties were banned as the Provisional National Defence Council (PNDC) assumed power. In the early days of the new regime, some civilian politicians were invited to participate in the administration. Kufuor was among those who entered the early PNDC government. In January 1982, he was appointed Secretary for Local Government, a position that placed him in charge of an important area of government at a time when Ghana was beginning a major restructuring of its local administration.
