you’re referring to اسفند (Espand/Esfand), also called wild rue. The seeds are from the plant Peganum harmala, commonly known in English as Syrian rue or African rue. In Persian and some Middle Eastern/Central Asian traditions, the seeds are burned over charcoal and the smoke is believed to ward off the evil eye (چشم زخم), envy, and negative energy.
