It is always the responsibility of parents to teach their children "the right and wrongs". Taking food or items, from a door or porch, which clearly is not yours, IS A DEFINITE WRONG! It is also a parent's responsibility to teach their children that consequences have actions. IF a child, knowing that it is wrong and that they shouldn't do it, takes a food order from someone else's door and then gets sick, that is on the child and their parents. IF a child takes an item ordered, that they didn't pay for or were given as a gift, that is theft and they or their parents, must pay for the item or be subject to criminal charges. That's all there is to it.
