The Thunder Spear was there to make sure Zeke couldn't suddenly turn into the Beast Titan again and it worked. The fact that Zeke later chose to detonate the spear himself doesn't magically make Levi's decision stupid. That's like saying :"Putting a bomb on the enemy was a bad strategy because the enemy eventually blew it up." 😭 Levi's mistake wasn't the plan. He underestimated how far Zeke was willing to go to escape.
