The company must pay for the staff on maternity leave and the staff that did the cover. Extra cost for the company leh. Talk is easy but not all companies have the resources to get temp cover staff.

Three years ago, our office hired a new female colleague. Almost immediately after joining, she took leave to get married, followed by pregnancy and maternity leave. She came back for just three months before getting pregnant with her second child. After clearing all her maternity leave, childcare leave, and various medical or sick leaves, she promptly resigned.
In total, she spent nearly all three years on some form of leave until every benefit was completely exhausted, right before quitting. During those three years, the company was facing a tight financial situation and didn't lay her off, but none of the rest of us received a pay raise either.
If the company hadn't hired her in the first place, her salary could have been distributed among the rest of us—at least then we would have gotten a proper salary increment.

if you hire a cover for a year, the company people will be so used to the cover staff than to the maternity staff. it's becomes unfair for the cover to work for a year and leave once the maternity staff comes back. a one year suggestion sounds fantastic to a pregnant lady but isn't good for the entire folks who aren't pregnant in the company.
