When a person brake checks you like that you're supposed to lay on the horn to let everyone behind you know there's a hazard and reduce the chances of a several car pileup. People more than two cars back won't see the lights on your car through the car in front of them so using sound that alerts everyone is the safest possible measure.

It's wrong to tailgate and drive aggressively. The driver behind the silver car is the one at fault for the collision and hit the other car on purpose. He has a child in the car while he's behaving unsafely which endagers the child.
