This is something that manipulators do basically naturally and, of course, pathologically. In a more honorable and more just world, apologizing is a good thing. For a number of reasons, however, most people think that being forced to apologize is an act of weakness. It almost never ever ever works out in the person who apologizes a favor - it only reinforces the memory of their supposed transgression, which often isn't a transgression at all, and it makes the people to whom they apologize like them less. There's a lot of nuance to this, including quite a bit of cultural variation, but a general rule is to only apologize to people who have earned it. Either by being good people, which is my personal favorite first-pass test, or for a stricter test, people that you would say you love. I learned this in corporate. Apologies mean you admit fault and can be rightfully blamed. Not apologizing or even being defiant makes them question themselves even if it is your fault. You break a glass and apologize = "okay next time be careful!". You break a glass and do not apologize "hm you know maybe we should have bought plastic cups"
