I fully agree, they fail to understand management whether they get the necessary training to move to the next level or not. They will be great when acting but as soon they get promoted they just fail to manage, it almost like they cannot make that mind shift change to the next level.

I blame the people who promoted them. The best Artisan does not necessarily mean they will be the best Foreman/Supervisor. As part of the recruitment process, also assess management and leadership skills. Rather promote an above average Artisan who has great management and leadership skills, but also make sure you simultaneously increase your best Artisan's salary to keep them motivated.
