ok, from what ive gathered it was an egg white wash on the chicken, seasoned with parsley, salt, pepper and paprika. 1/2 cup chopped white/yellow onion till translucent. add 2 or 3 anchovies/anchovie paste. 2 tablespoons flour/starch. deglazed with chicken stock, added paprika, not sure what dried flakes were added, i would assume an italian blend and fresh parsley, heavy cream, red pepper flakes and capers. stir, add chicken back in, serve over taters.

looks like seasoned chicken, sear on both sides, remove from pan, in the same pan add onions, garlic, looks like sun dried tomato paste ? possibly anchovy paste based on the capers, flour, water or chicken stock, seasonings looks like paprika or cayenne pepper, herbs probably parsley, capers, red pepper flakes, cream, put the chicken back in and finish cooking
