"Small difference between inside and outside of the cell" and it's 150 mV lmao. That is HUGE for a resting membrane potential. The difference between a resting human neuron (~-70 mV) and one initiating an action potential (~-40mV) is only about 30 mV. And even that is fairly large for membrane potential deltas when firing.
