It’s a cap movie because Cap is the epicenter of the plot. Everyone’s stance on Steve in this film can be chalked up to “Of course he’s doing this, HES CAPTAIN GODDAMN AMERICA!” And everyone else alligns themselves for or against Steve based on that stance.

Nah it's even better. Bob Iger restructured Marvel Studios so that Feige reported directly to Iger, placing him above the CC, and Feige immediately disbanded the CC.

Captain America, Civil War. I always referred to it to the avengers Civil War movie. Because that’s what I see it like. I don’t see it being a Captain America movie.
