We look at the lives of the Prophets and Sahaba and we see the struggle and effort they put forth for Islam. They lay down a system for Muslims to live by. They gave dawah to the extent that they were tortured for doing so. They fought against oppression and done Hisbah. this is incorrect, or at least seriously misleading. having a caliph is not a condition for someone to be considered a believer or a follower of the Prophet (ﷺ). the bedouin came to the Prophet (ﷺ) and was told about the obligatory acts of islam. when he said he would fulfill what was obligatory without adding to it, the Prophet (ﷺ) said, "He has succeeded if he is truthful." (sahih al-bukhari 2678). in another hadith, after the man committed himself to tawhid, the obligatory prayers, zakat, and fasting Ramadan, the Prophet (ﷺ) said that whoever wanted to see a man from the people of Paradise should look at him. (sahih al-bukhari 1397). that doesn’t mean islamic governance is unimportant or that muslims have no collective obligations concerning it but that’s a completely different claim from saying an individual cannot be a believer or follower of the Prophet (ﷺ) unless he has a caliph ruling over him.
