I would say the cops are guilty of at least 1- abuse of a corpse (criminal codes explicitly define a "corpse" or human remains to include cremated ashes, making it a class 4 felony in Illinois, includes disturbing, damaging, or treat them in an offensive manner.) and 2- Desecration of human remains a class 3 felony in Illinois(Refers to the disrespectful or profane treatment of human remains) once they were told they were human remains and continued to treat them in such manner they became guilty of both offenses.
