not also just simply "he stepped off during his wind up" I can give 2 specific parts of the rule that could be applied here Rule 8.05 C, his back foot took a step towards 2nd and then he didn't throw to second, or the even more easily enforced one 8.05 G, he made a natural motion for his pitch while not touching the pitchers plate
