this is a very generous take. I think ultimately he wanted a balance of white Europeans (especially Russia) and knew China may be the answer. what he did not count on was if or when China starts to surpass economically. I think deep down, he thought China will worship/idealize for Europeans...now his worst fear may be what is happening...west losing power and China sovereignty and ideological power. why I think this is based on his assumption China is good labor and economic but not ideological....that assumes non thinkers. he underestimated their intelligence.

Kissinger wasn't exactly looking out for America's best interests, neither did he care about geopolitical stability. he had multiple business dealings with Chinese businesses and his friends profited from the normalization of relations with China. It was ultimately a self-serving act.
