I believe she had them planned from the beginning but not the way she is writing it now. I think Anything after the 13s is different from the original plan. The childhood love story is new. She changed Gibsie and Claires relationship and Hughie himself said in K13 that he had been with Katie since 2nd year. She had the pairing in her mind but not the entire story

It makes absolutely no sense for her to lie about it. It’s such a ridiculous statement. Authors often come clean when it comes to that, sometimes it makes sense as a writer to start with a vision in mind and then change your mind eventually because it stops making sense. People just want to be obtuse for no reason
