The empire was founded by Cyrus the Great. After defeating the Medes, Cyrus expanded his realm by conquering Lydia and then the Babylonian Empire, establishing the foundations of a state that, within a few generations, became one of the greatest powers in the ancient world. After him, Cambyses II conquered Egypt, and then Darius the Great reorganized the political, economic, and administrative structure of the empire and brought it to one of the largest territorial extents of the ancient world. At its height, the Achaemenid Empire stretched from Central Asia, Transoxiana, and parts of the Indian subcontinent in the east to Anatolia, the Levant, Egypt, and parts of southeastern Europe in the west. For this reason, the Achaemenid Empire is generally regarded as the largest empire in the ancient world in terms of territorial extent at its peak. Its territory included regions with completely different languages, cultures, religions, and traditions. The Achaemenid Empire was also the first great multinational and transcontinental empire in history, bringing dozens of different peoples and nations under a single political structure. Persians, Medes, Elamites, Babylonians, Egyptians, Lydians, Phoenicians, Aramaeans, Scythians, Greeks, and many other peoples lived within its territories. This enormous ethnic and cultural diversity was one of the defining characteristics of Achaemenid rule, and governing such a vast territory required a highly developed administrative system. In terms of population, the Achaemenid Empire also occupied an extraordinary position. At its height, the empire contained 49 percent of the world's population at that time, meaning that almost half of all people on Earth lived within its territories. For this reason, the Achaemenid Empire can be regarded as the most populous empire of the ancient world and one of the most populous empires in all of history. One of Darius the Great's most important achievements was the creation and strengthening of the satrapy system. The empire was divided into large administrative provinces, each governed by a satrap. This system allowed the central government to control territories that were extremely far from the imperial center. Alongside the satraps, royal officials and inspectors existed to prevent the satraps from becoming excessively independent. The Achaemenids also established an extensive communication network. The Royal Road was one of its most famous features and greatly facilitated communication between different parts of the empire. Numerous stations were established along major routes, allowing messages and royal orders to travel relatively quickly across enormous distances. This communication network was one of the major factors that made the administration of such a vast empire possible. Economically, the Achaemenids also developed an extensive system of administration. Darius the Great introduced important financial and monetary reforms, and the gold daric and silver siglos became important elements of the imperial monetary system. Taxes and tribute from different regions were collected in a more organized manner, while the economic resources of the empire were used to maintain the army, construct major projects, and support the central government. The Achaemenid capitals were themselves symbols of the empire's greatness. Pasargadae was the center of the early empire and the location of the tomb of Cyrus the Great. Parsa, or Persepolis, was begun under Darius the Great and expanded by his successors.
