its because there is '1000' afrer 999 but it all needs to be three digits so that 1 goes to 999 and it turns to 1000 so again same thing 1 goes to 998 and it becomes 999

it makes total sense actually.
the pattern goes like so: [..., 997, 998, 999, 1000, ...]; 1000 does not fit into 4 digits, so the 1 overflows to the previous numbers' first digit: 999+1=1000. but we already know that 1000 doesn't fit, so you overflow AGAIN: 998+1=999. so the end result is: [...997, 999, ...]. if we only talk about numbers to 1000, it works as it should.
