Several federal appellate courts (such as the First, Third, Fifth, Seventh, Ninth, and Eleventh Circuits) have explicitly ruled that the First Amendment protects the right to film and record police officers and government officials engaged in their duties in public spaces. The right to film is NOT absolute and is subject to reasonable "time, place, and manner" restrictions.
