Mikhail Ivanovich Shchadov (Minister of coal) was actually very respected by the miners. Although I get they had to make some drama for the movie. But the miners didn't need any convincing. He was the most caring of their conditions because he had worked in the mines since 15 y/o. As well would rarely be in a suit on site and would generally be in gear.
