Budget reductions and eliminations at the state level occurred during legislative budget sessions across 2025 and 2026: Indiana (2025): Lawmakers removed state funding from the 2025–2026 state budget. Previously, the state allocated around $3 million annually ($6 million over the two-year budget) to match local donations and expand coverage to all 92 counties. The state government directed the program to rely on private philanthropic efforts instead. Washington State (2025–2026): State lawmakers zeroed out the state’s matching funds in the 2025–2027 state operating budget, dropping a $2 million biennial commitment. After lawmakers declined to restore the funding during the 2026 supplemental budget session, private foundations stepped in to cover the missing 50% match. Missouri (2026): Lawmakers slashed state funding from $6 million down to $2 million in the fiscal year budget enacted in mid-2026. Because of the $4 million reduction, the state froze all new application enrollments starting July 1, 2026. When state matches are reduced or zeroed out, local affiliates (like United Way chapters, school districts, or private foundations) must absorb the full cost of the books and postage to keep shipments active for enrolled children.
