The EU pays green lobby groups to lobby the EU. It admitted it in writing, then changed one sentence and kept paying. The European Commission, the part of the EU that proposes laws, gives about 30 environmental groups up to 700,000 euros a year each from its LIFE climate fund, about 15 million a year. Each grant comes with a work programme: what the group will deliver. In January 2025 De Telegraaf obtained them. The European Environmental Bureau, 185 green groups on the full 700,000, had to deliver sixteen examples of Parliament making green laws more ambitious through its lobbying, and promote the Nature Restoration Law, the Commission's own bill. It also had to lobby against the Mercosur trade deal, with letters and proof of meetings with the Commission and four trade MEPs, while the Commission was negotiating it. The Health and Environment Alliance (700,000 in 2024) had to push glyphosate and PFAS bans, with meetings with Commissioners' cabinets, the Council presidency and environment ministers as deliverables. Carbon Market Watch (205,000) had to log a set number of MEP meetings. MEP Monika Hohlmeier, who read about thirty contracts under secrecy, says they included mass mailings and pressure before key votes. Budget Commissioner Serafin, January 2025:

On 1 April the Commission confirmed in writing that the programmes contained "undue lobbying activities." Days later the EU Court of Auditors counted 7.4 billion euros to NGOs in 2021-2023, data "fragmented and unreliable," and noted the rule against it was only written during its audit. The fix: the 2026 call says a work programme "must not mention specific or detailed actions targeting directly Union institutions," and beneficiaries "bear full and sole responsibility." The fund is still 14.5 million a year, the cap still 700,000, the same groups can reapply. Parliament's inquiry: zero findings after six months, extended in May 2026.
