It turns white because of the anise oil in arak. That oil dissolves in alcohol but not in water, so when you add water the alcohol gets diluted and the oil can't stay dissolved anymore. It separates into tiny droplets that float in the drink, and those droplets scatter light instead of letting it pass through, which is what makes it look cloudy white. Same thing happens with ouzo, pastis, and raki.

Arak, raki, ouzo, sambuca and absinthe all turn opaque after the addition of extra water because the oils from the anise are no longer emulsified when the alcohol is diluted.
