The problem is these trucks often have no rear plate or identifier making it hard to hold them accountable. I had a rock hit my windshield and then had to chase the truck down to get the info.

legal doesn't mean anything even with the dash cam there's very little chance that it's going to prove that their Rock broke your window it could very well have come off the road which means no one is liable.
