Iran can sell oil to China, but sanctions make banking, insurance, shipping, investment and international payments much harder. Iran often has to sell oil at discounts and use complicated payment arrangements.

China cut back its oil imports since they already filled their strategic reserves (1 billion barrels). One reason oil didn't spike too much after the war started. When they want to increase imports, they will send their own flagged ships and the US will just sit and watch as they sail by
