The IMF’s latest work estimates non-geographic internal trade barriers average about a 9.5% tariff equivalent nationally. Importantly, though, the IMF says the equivalent cost in some service sectors can exceed 50%. So there actually is evidence supporting a “50%” comparison in particular industries
