I don’t really understand the criticism that bus lanes are ineffective simply because they may appear empty at certain times. Looking at a transit lane and judging its usefulness based on how many vehicles are physically inside it at one particular moment misses the bigger purpose of public transportation. The goal of a bus lane isn’t to make the road look busy all the time; it is to give buses a reliable path so they can move passengers without being delayed by general traffic. A bus can carry a large number of people at once, especially compared with the number of passengers who could fit into dozens of individual cars. If a bus arrives every few minutes and carries dozens of passengers, that can represent a significant number of people being moved along the street. The fact that there might be several moments when no bus is visible doesn’t mean the lane is being wasted. It simply means buses aren’t continuously occupying the space. Public transit also depends on reliability. A dedicated lane gives buses more predictable travel times by reducing the amount of time they spend stuck behind traffic. That matters to people who rely on buses to get to work, school, appointments, or other parts of the city. Even when the lane itself looks empty, it is providing buses with the ability to travel without being affected as heavily by congestion in the surrounding lanes. I also think comparing a bus lane to a regular traffic lane based only on how “full” each lane looks can be misleading. A road filled with cars might appear more productive because there are constantly vehicles passing through, but those cars generally carry far fewer people individually. One bus taking up a lane for a short period can move a much larger group of passengers than many cars can carry in the same amount of road space. That doesn’t mean every bus lane is automatically perfect or that there can’t be legitimate discussions about where lanes should be placed, how frequently buses run, or whether changes could improve them. Those are reasonable things to debate. However, saying a bus lane doesn’t work because it sometimes looks empty is a weak way of measuring its effectiveness.
