A theory that most likely contains spoilers: I think that, since the nanorobot technology is capable of self-replication, it went out of control and began to pose a threat to humanity. The only solution to eliminate it was to drop nuclear bombs around the world. The founders built the silos and invited selected people from all over the world, from all nationalities, to live in the silos, with the goal of wiping out human life on the surface of the Earth. They placed people in the silos as part of a 500-year experiment, in order to produce a society (at least one silo) that would be submissive to the elite living in the first silo. Most likely, the inhabitants of the first silo were members of the chosen elite who did not die like the humans living in the other silos, and they developed some kind of technology to extend their lives.
