It’s another conspiracy theory. When traveling to Tibet, tourists are required to be accompanied by a guide because the high altitude can cause altitude sickness, making independent travel difficult. Even Chinese citizens are required to travel with a guide. So how did this get interpreted in the West as being “carefully orchestrated”?
