There aren't kids in gta saga, so that means they can't kill them, but also, remember that gta is a open world that simulates real life, of course, Rockstar puts some limitations to the game like it doesn't cointaint Adult content (⚫️🟠) or like im saying in this comment, that it doesn't containt kids, but why there is not kids? because player can do anything with them as a normal gta NPC, duh, "but rdr2 has kids", well, rockstar did added kids but they can't get damaged by the player, so yes, the video will had a better sence if this was the rdr2 saga, bc authur (or the player) can't kill the kids.
