you cant balance it for both ranged champs just need to be removed from top and how you do that is by giving champs with more than 400 range start the game with a debuff where they take 20%more dmg, do 20% less dmg and recive 40%less gold from minions for the first 8 minutes of the game.

make her knockback weaker by knocking enemys less far away if other enemys arent around. She wont lose as much power in Botlane because you usually have a support around (allthough roaming could be a problem for that)
