I’d argue that you are treating all of your staff the same - you offer the same freedoms to everyone and have the sam expectations of everyone. If someone abuses the freedom or doesn’t meet your expectations you crack down on them. That’s how it should be but too many managers aren’t willing to have difficult conversations with people - and ultimately aren’t prepared to fire them if they need to.

Here's the thing. The other 19 weren't abusing anything so the new policy doesn't affect them. Stop treating everyone individually, thats how bosses become people that play favorites in good employees minds.
