When people talk an "electrician shortage," what they really mean is there's a shortage of journeyman; there's actually a surplus of apprentices and that makes getting into an apprenticeship difficult. That said, finding an apprentice that has your sense of enthusiasm and willingness to work hard and learn is EXTREMELY rare. My best advice is keep putting yourself out there. You'll get snatched up eventually by the right contractor, union or non-union. Also, have considered signing the books at the IBEW as a CW? It's basically a helper position and you won't make the big bucks but it's a job and you'll be a part of the union. Plus you accumulate hours you can transfer to the apprenticeship. In fact, many use it as a stepping stone to get into the IBEW apprenticeship.
